First uninstall .NET
Click on the Control Panel in the Start Menu.
Click on Uninstall a program
Click on the .NET version to remove.
Install the latest .NET from https: //msdn.microsoft.com/en-us/library/5a4x27ek.aspx
Hopefully this will fix the problem.
